http://www.youtube.com/watch?v=yQtPFATwslI shows longer fustanellas worn by male Greek ethnic dancers note that the "Evzone" guards in Athens have commanders who wear longer skirts.  Yardage of material has always varied and not all have 400 pleats (actually elongated triangular folds) some have many more, others less.  I imagine there are those who would be stunned to think this costume is considered menswear.  But the world is too big and varied for universal sameness, and this dates to pre-horseback (trouser origin) times.
